In both cases, some people think it is enough to build shining cities on a hill but they do not have the wherewithall to take up their lanterns & sometimes even their spiritual or ideological swords & go directly into the darkness to dispel it. They seem to think it is enough to talk about things or write about things from a distance but they are like the trembling Jews as David faced down the giant.
This is true both in politics & in theology that there are not many willing to lose friends, lose mother, father, brother, sister, houses, land, reputation, or comfort for the sake of righteousness, for the sake of Christ. (Mt 10:35-38 & Mark 10:29-30)
They are content to light up their own bushels & hope that it penetrates the darkness but they seem faint-hearted to actually take the Light of the world to & yes, even sometimes AGAINGST the world. (Luke 11:33)
So, do not be content to build shining cities on hills but rather openly, directly declare that Light, who is Christ Jesus & the Gospel to the world even if it offends unbelievers & believers, strangers or friends alike.
